The NEMT MCP Service exposes 31 tools across 8 modules. (v2.0 audit remediation: removed get_draft_status, get_cancellation_reasons, and create_standing_order; added get_member_phone and get_member_addresses. Cancellation now uses a single-tool two-step pattern; standing-order creation folds into confirm_trip; draft-status snapshots come from a no-op set_booking_details call.)

Booking Flow Sequence

1. verify_member         -> session + draft created
2. estimate_trip         -> pre-book route + weather + suggested pickup
3. set_booking_details   -> fill fields incrementally (multiple calls OK; no-op = status check)
4. review_trip           -> generates summary + voice script
5. confirm_trip          -> creates real trip OR standing order; session stays alive
6. send_confirmation     -> optional: email the member (auth'd by session.LastConfirmedDraft)

Side tools (no strict order):
  - resolve_address       -> resolve address before set_booking_details
  - find_place            -> search facilities by name (with Places Details enrichment)
  - get_location_info     -> reverse-geocode coordinates
  - get_member_drivers    -> list drivers for MR transport
  - assign_driver         -> assign driver to booking
  - enroll_driver         -> onboard a new MR driver
  - setup_payee           -> configure driver payment info
  - list_trip_providers   -> after confirm_trip, list TP candidates
  - assign_provider       -> assign a TP to a created trip
  - get_trip_status       -> detailed view of a single trip
  - edit_trip             -> modify fields on an active trip
  - reset_booking         -> clear draft, restart from step 2
  - get_active_trips      -> list active trips
  - activate_will_call    -> activate return leg
  - cancel_trip           -> cancel a trip (omit reason -> list; pass reason -> cancel)
  - cancel_standing_order -> cancel a standing order (same two-step pattern)
